The iPhone 11 can still be a decent low-end option in 2024 for people who want to use it as a secondary phone or something for their kids – especially for those on a budget. But for the small difference in cost of going up to a 12 or even a 13, it doesn't make much sense to settle on the iPhone 11.
iPhone 6S is still usable. I have 3 of them for my kids and they are still surprisingly decent (as long as the battery is still good). And they still get security updates on iOS 15. By the way, many U.S. cellular carriers don't support anything older than an iPhone 6.
