You can type %appdata% into the address bar and then back it up 2 folders to get to the Appdata folder. Then select Local and find the Hogwarts folder. it was there for me but inside the Phoenix folder instead, i dont know why, check the Phoenix folder inside the appdata\local and the ini files are there.

Hogwarts Legacy is the biggest RAM piggy of them all. In a high end system this game and Windows will use up to 21GB. With 8GB of RAM, the framerate drops will be atrocious… and it will be worse if you are using a single 8GB stick of RAM. Yeah it will work….. but it won't work well.
Select the Save File input box on the left side of the screen, and choose the save file you wish to modify. If it is a valid save file the screen on the left will change. Use the tabs on the left to modify player data, resources and etc for the save game.
